Autonomous drones: who decides where a delivery drone flies?

Wing, Zipline, Wingcopter, Amazon: drone delivery has already taken off. But when nobody's holding the controls, who decides where the drone goes? In 1849, Austria sent pilotless balloons loaded with bombs toward Venice: the wind alone decided where they went. In 1935, Britain demonstrated a radio-controlled target aircraft, the Queen Bee: a human flew it from a distance, by radio. In October 2016, in Rwanda, Zipline began delivering blood by drone; today, delivery drones calculate their own routes. The drone itself, with three reflexes. Let's go. Reflex one: rules first. Before take-off, the drone checks its route against a map of no-fly zones: an airport, a sensitive site. If the route crosses one, the flight doesn't happen. In Europe, each country sets these zones under an EU regulation from 2019. Reflex two: sense, then recalculate. In flight, its sensors pick up obstacles and weather: a building, a crane, a gust of wind. Its path isn't fixed once and for all. An obstacle appears: the route is recalculated, and the drone carries on along the safest path. Reflex three: know when to give up. If the link drops or the battery runs too low, the drone doesn't improvise. It follows what was decided before take-off: return to its starting point. That's the safe fallback.
